NOTICE: REQUEST FOR BIDS
The Northeastern Colorado Association of Local Governments is soliciting proposals from qualified entities for the purpose of subcontracting Weatherization Work in northeastern Colorado. It is being requested that those who are currently working with Federal NEAT and MHEA auditing protocols, have crews fully trained and certified to perform weatherization activities as set forth by the Colorado Energy Office (CEO), and have the capacity to immediately begin work in any or all of Weatherization Region I (counties of Logan, Morgan, Phillips, Sedgwick, Washington, Yuma, Kit Carson, Cheyenne, Lincoln, and Weld) are asked to contact the NECALG. This project is to finalize production with grant funds received under the ARRA project and will be valid through December 31, 2012.
In order to qualify as a potential contractor, all of the following must be true:
1. Have ability and/or currently qualified to perform Energy Audits per CEO regulations
2. Have staff/crew members that have been trained as per CEO regulations
3. Have current “All Library Measure Costs” available as per inputs to NEAT and/or MHEA
4. Carry all insurances as per CEO and can name the NECALG as a “Certificate” holder as an additional insured on liability insurance
5. Have all necessary equipment to perform all testing, repair, and installation of materials as required under CEO/DOE regulations
6. Davis Bacon compliant
Scope of work for the sub-contractor will be dictated through energy audits conducted and completed by NECALG auditors utilizing the subcontractors submitted “All Library Measure Costs” which will produce a list of eligible measures to be completed with an “SIR” of 1.0 or greater. The output from the NEAT or MHEA audit will serve to identify all Measures that must be completed as noted. The Subcontractor will receive a CEO approved “Audit” that will serve as the work order when combined with NEAT/MHEA output. It is anticipated that a maximum of 30 jobs could be completed, however, the final number will be a factor of time, cost, and client availability.
Certain items (such a refrigerator or storm window) may be negotiated to remain with the NECALG for purchase in that Contracts in existence may preclude the subcontractor from having deliveries made outside their service region as originally bid. These materials or possible activities such as a furnace replacement that might require specific licensure for mechanical permit will also be negotiated.

Home Weatherization Program
The Home Weatherization Program is a service provided to lower income households with the goal of providing safe energy conservation repairs to effectively reduce utility consumption. The Program is funded through the
- U.S Department of Energy (DOE)
- Colorado Low-Income Energy Assistance Program (LEAP)
- XCEL Energy Corporation
- State of Colorado.
Eligibility
Eligibility is based primarily upon income, which is designed to incorporate those households considered to be the “working poor” as well as those families on fixed/limited income. This Program has the capacity to divert limited income away from utility bills to other needs of the home, thus helping support efforts for self-sufficiency.
Your Contribution
The Service is provided at no cost to the income eligible household. However, in instances such as furnace replacement, a landlord may be requested to financially contribute towards the cost of installation.
Service Region
The Weatherization Program covers a service Region encompassing four counties in addition to the Counties traditionally associated with NECALG. Weld, Lincoln, Kit Carson and Cheyenne Counties have been added, making this a ten county service Region.
To support this very large territory, a satellite office has been established in Greeley to serve Weld County, while the office in Fort Morgan provides services to the other nine counties.
What to Expect
In general, a recipient of Weatherization might expect to receive the following:
- Improvements to attic insulation
- Wall insulation
- Floor insulation
- Building shell air leakage
- Furnace efficiency

safety repairs
- Gas leak repair
- Carbon monoxide eradication
- Moisture control
Energy Conservation Efforts
Recent efforts have also included the conservation of electrical demand in those dwellings, which include the installation of compact fluorescents and refrigerator replacements.
The final determination of service provided to any specific dwelling (not including safety related repairs) is based on calculation of the potential energy savings versus the cost of providing the individual improvements under consideration.
